The revision of the ceremony focused on the requirements of digital economy, green economy, manufacturing power and rule of law, and specially added or adjusted relevant middle categories, small categories and occupations. At the same time, depending on the actual situation, some categories and occupations were cancelled or integrated.
According to statistics, the new edition includes 8 major categories, 79 middle categories, 449 subcategories, and 1,636 subcategories (occupations). Compared with the 2015 edition, 4 middle categories such as legal affairs and auxiliary personnel, 15 subcategories such as digital technology engineering technicians, and 155 occupations such as carbon sink measurement appraisers have been added (including the new ones released after the 2015 edition of the edition was promulgated profession).
One of the highlights of the new edition of the ceremony is that for the first time two occupational types of "architectural painters" and "art painters" have been added. Against the background of strong industry demand, the Architectural Coatings Branch, together with the National Building Materials Industry Occupational Skills Appraisal and Guidance Center and representatives of coating and coating enterprises, jointly compiled the national occupational standard for "Architectural Painters" in 2014, and passed the approval to start the trial operation.
In 2015, the Architectural Coatings Branch organized industry experts to compile the national vocational qualification training material "Architectural Painter" for nearly a year and a half, and it was included in the building materials industry-specific occupational skill training material. In 2016, with the opening of training bases all over the country, batches of industrial workers who have been trained and hold the professional qualification certificate of construction paint workers began to better serve the construction painting industry.
Based on the full preparation and practice in the early stage, the Architectural Coatings Branch filled out and reported the "New Occupation Information Proposal" for architectural painters and wall art painters in June 2021.
On October 21, 2021, Fang Luping, Director of the Training Department of the Architectural Coatings Branch, and Liu Miao, Deputy Secretary-General of the Diatom Mud Branch, participated in the "National Occupational Classification Revision Industry Conference - Special Demonstration Meeting for Housing, Construction, and Building Materials-related Occupations". In the "New Occupation Information Proposal" for wall art painters, the alternate name of the new occupation is "Art Painter". In order to implement the spirit of the "Guiding Opinions on Promoting the Reform of the Talent Evaluation Mechanism by Classification" and other documents, and in accordance with the requirements of the State Council to promote the reform of "decentralization, management and service", the Ministry of Human Resources and Social Security issued the "Opinions on Reforming and Improving the Evaluation System for Skilled Talents" in 2019.
According to the spirit of the "Opinions", the Architectural Coatings Branch applied for the "Artistic Painter" professional standard compilation project and was approved in March 2020. At the same time, it also cooperated with the National Building Materials Industry Vocational Skills Appraisal and Guidance Center to develop the "Artistic Painter" profession Ability evaluation standards, training materials, and the construction of evaluation question banks.
